Invalid URL when trying to open ZIP

Hi there, I have a problem with using local zip file to craft project. Regardless if I use craft myapp app.zip or craft myapp c:\bob\app.zip I always get the same error, that is life.zip is not a valid URL

Am I doing anything wrong? I am using node v6.11.2 + [email protected], Windows 10 x64.
