[Bug]: Badge with numbers are different sizes between sidebar and addon tab

Describe the bug

In the addon tab: the badge is incorrect. I'd expect it to have similar padding as the "2" badge.

In the sidebar: the badge is correct, but I'd expect the font-size for "Changes" to be 13px instead of 12px.

To Reproduce

The addon badge size currently happens in SB7 and SB8.

Go to the static Storybook here.

Then compare the badge size in the addon with the badge size in the sidebar (correct)

This effects the SB UI layer and is present on every SB.
