When an app is first created guide the user to create the configuration

When an app is first created, the user is brought back to the apps list. Right from there, if the user clicks on the newly created app, then they're brought the environments page. It may be unclear for the user what to do next.

The user should be guided to:

1. First create a configuration for the environment
2. Then deploy the application
