Please drop the reference to 'dependency_links' - it is no longer supported

The section Packages Not On PyPI recommends using the 'dependency_links' argument to setup().

According to the User Guide

Warning: Dependency links support has been dropped by pip starting with version 19.0 (released 2019-01-22).

Please update the Guide.
