requesting an option to suppress "unrecognized-format"
User story.
As a spectral-action user, I can suppress unrecognized-format warnings, so that I can have flexibility in the linting reports.

Currently, when you run the spectral GitHub action, we don't seem to have the option to suppress the unrecognized-format warning

I would like some options similar to Spectral CLI --ignore-unknown-format that can be used in spectral-action as well to enable suppressing/ignoring the "unrecognized-format" warning
