I'd like to propose an alternative idea: Let's create a short text banner in english and russian and invite all maintainers to include it to their readme files of their repos. I think it would be easier for maintainers to participate on spreading the word and informing Russian developers than blocking the access. If it goes viral and a huge support is gained Russia could decide to block github which would create tensions and hopefully criticism inside the Russia IT sector towards their government.
