Set theme in dark mode on a general level. I don't use accounts but I would like to use dark mode for my users.

In configuration, under General, add an option to select the default theme dark/light.

+1, I think having a default global theme would be an amazing addition and wouldn't be hard to implement. The global theme could be overridden in each user accounts, as it's already the case.
