Upload the latest version to package repositories (CTAN etc.)

Currently, the latest version living on CTAN and MiKTeX is 0.2.2 (released in 2017) with Unicode 13.1.

To be able to use latest Unicode Features (15.1, as already implemented in 79a7217) easily, a new release (e.g. 0.2.3) including publishing it to the repositories (CTAN etc.) would be nice.

Current workaround: Download emoji.sty and emoji-table.def to a corresponding folder within a texmf-directory. However, that is not a nice way to enable latest Unicode emojis!
