Propogate errors from HostedCluster to ClusterTemplateInstance

In case of a failure creating HostedCluster, the error should appear in the instance For example, in the scenario where the generated name of the HostedCluster was too long, currently the instance stays in status "Creating" and the only way to know what's going wrong is to go to the HostedCluster
