"Give access to a cluster template" instructions unclear

It would be helpful to mention that it's not the current "All clusters" context where the users should be looking for the "User Management" option in their menu.

Additionally, the links in the accordion section titles also feel confusing.

the 'User Management' link doesn't work, that'll help, but would probably nevertheless be confusing if it switches context from all clusters to local-cluster

If you switch over to 'local-cluster' in order to get to the User management menu the user guide window disappears.

The button described as 'Click Create RoleBinding in the quick start.' is actually called 'Create binding'.

Additionally on this topic:

• Step 2 of "give access" quickstart seems to be an alternative to step 1 (giving access to create a cluster in any namespace). Is that actually the case or is step 2 required along with step 1? If its an alt option, call that out instead of making it look like a required next step. If both are required, it would be helpful to say what step 2 is doing to eliminate confusion.
• Step 3 of "give access" quickstart goes back to the All clusters view. This should be addressed somehow along with the main point of this issue.
