Left Mouse Click ALWAYS has priority over Excluded Target Domains

Actual behavior

When left mouse is configured to always isolate, domains in excluded target list get isolated. When left mouse is configured to different from domain & subdomain, domains in excluded target does not get isolated.

Expected behavior

If a domain is in excluded target list, it must not be isolated, independently of others settings.

Steps to reproduce

Isolation Per Domain: mail.google.com Navigation: always Left Mouse Click: always Excluded target: calendar.google.com

1. Access gmail and while authenticated:
2. On dash menu, select to access Google Calendar
   1. New tab is opened in new temporary container.
3. On dash menu, select to access Google Translate
   1. New tab is opened in new temporary container.

What I'm trying to achieve is that when in Gmail page, everything but a few Google Pages (calendar, drive, meet, for instance) get isolated. console-export-2021-8-9_10-46-53.log
