Delete History containers are not created Per Domain

Steps to reproduce

Clean FF profile, no other extensions. Add TC configs:

1. Isolation - Per Domain - *google.com - 'Always open in'=Enabled
2. a. Advanced - Delete History - 'Automatically create "Deletes History Temporary Containers"'=Automatically.. b. Advanced - Delete History - 'Isolation - Always per domain'=Open new...
3. Open new usual browser tab (ctl-t) and enter google.com

Actual behavior

'tmp' container is created in case of configs 2.a or 2.b or both.

Expected behavior

'tmp-deletes-history' container is created in case of configs 2.a or 2.b or both.
