I upgrade the 17.04 to 17.10 (stupid decision :( )and find the script can not work . (the function about DPI change)

Rotation works, is just the DPI management that is broken, right? DPI management on 17.10 seems a bit broken, not sure of what setting manage it on Xorg now, and in Wayland the DPI management is still in "hidden" "beta". I suggest you to install unity and switch to it with lightdm for the moment:

sudo apt install unity lightdm

I've just tested a bit the experience of vanilla 17.10 and is really glitchy and annoying on intel driver and touchscreens! Nothing compared to Unity imho.

Rotation, DPI and other parts of the respin works perfect on Ubuntu Budgie Remix 17.10. I share my build as you could try it over here: https://drive.google.com/file/d/12PQfSr-JIN3nR9nYpNye7aA8PDurbfwh/view?usp=sharing
