Unclear how to configure the Stanford NLP service

On this Windows pc (behind a corporate network) the value entered for the NLP Service URL has to be http://localhost:9000/

Leaving the 'http://' out or going with 0.0.0.0 or 127.0. 0.1 instead of localhost resulted in errors or a failure to resolve
