Note in firestore when a user sends a transcript they can't afford and prevent them uploading more

This is prevented on the frontend already, and it won't make it any further than transcode_envelope, but we need to stop people spamming us with files and making us pay to host them all

This is made difficult by the fact that we don't support resuming a transcript you can't afford. There's 3 options:

• allow resuming once you have enough money (expecting this to bypass the frontend checks accidentally, often)
• don't stop people from uploading more just because they couldn't afford one (expecting this to bypass the frontend checks, rarely)
• disable their accounts when it happens (expecting the frontend checks to work and the only time this happens is malicious)
