Support building the project with the dotnet CLI.

This is to be resolved by referencing a new Microsoft.NETFramework.ReferenceAssemblies package that delivers .NET Framework 3.5, once it exists (dotnet/core-sdk#2022). This approach already seems to work for .NET Framework 2.0.
