Update Decky Frontend Lib

Plugins using older versions of the DFL library now spew errors in the SharedJSContext log. All this PR does is update TunnelDeck to use a more recent version of the lib to suppress this error.

I've built and tested this version my Deck (SteamOS Stable 3.5.7, Decky v2.11.1) and the plugin still functions as expected.

Updated to "decky-frontend-lib": "^3.25.0", and it also works flawlessly.
