Freeze layer on given position, unfreeze on counter mouse move

First, thanks for this fantastic plugin :D

Let's say that there is a layer X that moves from left to right. On position 200px from viewports left edge we want to freeze it. It will stay frozen until it would naturally go from right to left (counter direction). For easier understanding layer would move on x-axis normally except that it would move in space form left edge of viewport until 200px from left edge of viewport.
