The problem is here is that Neon updated KDE Frameworks and Plasma but then didn't rebuild the applications from what Ubuntu calls "universe" (ie: the vast majority of Debian packages)....
P.S. When filing that bug, please remind the Neon devs to forward their patch[es] upstream to Debian :) I'd be happy to review and merge their work.
