To create the playlist, I did the following steps:

1. Copy the raw events for each kind 1808 note that I wanted to put on a playlist.
2. Manually created nevent nip-19 identifiers for each note
3. Created a kind 30001 list on listr.lol (https://listr.lol/a/naddr1qqw9xctd2dsk6umtd9jhxgznw3jk6um5wgs9qmrp09kxjum5qgsxqn5kuzvex6ssfzpetzcypdrkwts0qjxf3tre8umllex8yqneavsrqsqqqaf3r0erw4)

Ideally, Stemstr would provide an interface to create playlists. You could do this simply by adding an add to playlist button on kind 1808 notes.
