Develop mechanism to delete resources provisioned by pipeline

When using CodePipeline to provision resources (e.g. ECS service, ALB, EC2 instance, RDS database, etc), you could be left in a situation where the owner of the pipeline is unable to delete those resources. Need to give the product team the ability to teardown their CFN stacks.
