Enable usage with Python 3.9

Python 3.9 is well into maturity - are there reasons this package has such a restriction?

Hi, Thanks for opening this issue. We would love to update the package to Python 3.9. This will require checking to ensure that all functionality works with Python 3.9 and currently the CI is not operational for StellarGraph. This is currently on our list of things to do – we are also looking for contributors so if you would like to help with this effort, it would be appreciated!

Just curious -- is there any progress on this request? It does seem like a very limiting facto an otherwise great library!
