Lookup plugins that match both `stellar-*` and `soroban-*`

What problem does your feature solve?

Now that we're moving from soroban to stellar, I think it's a good idea to also require plugins to be named stellar-*. There's no need to break people's workflow, so we should lookup for both patterns.

What would you like to see?

The cli can look up for plugins that match both stellar-* and soroban-*, in this order.

What alternatives are there?

Keep using and suggesting soroban-* as the plugin name.
