What

Update readme and docs with new features, and add CI check to keep it updated. Moved the developer instructions into another file.

Why

The readme got out of sync with the crate docs.

The developer instructions had been added directly to the readme but will disappear everytime we regenerate it. The developer instructions can go in a separate file to stick around.
