Change images.json to images.jsonc to allow comments

We should consider changing images.json to images.jsonc to allow comments.

Why: So when changes are made like https://github.com/stellar/quickstart/pull/826/files (cc @sisuresh), we can comment on the commits to remind ourselves of where those commit shas came from.
