Local image's block explorer does not run

What version are you using?

stellar 23.1.4 ()

What did you do?

• Interact with local chain
• Go to http://localhost:8000/lab/transactions-explorer
• No transactions are showing on the transaction explorer

OR

• open explorer
• interact with chain (install, deploy, etc)

What did you expect to see?

• Expected to see a populated explorer

What did you see instead?

instead got blank table:

I think we need to update the Block Explorer so that it is able to show transactions, no matter when the user opens the block explorer. Also when we have the page open, it still doesn't know transactions.
