Show failed tx's in account history

Right now account history only shows tx's that succeeded. We should also show tx's that failed, while also denoting that they failed in the UI.

Acceptance Criteria:

  • Failed tx's are turned on in Freighter Backend
  • Failed tx's are turned on in custom networks
  • The UI properly labels tx's that failed
