Create `Pending Transactions` UX for claiming balances

On Mainnet, users get a lot of spam-y Claimable balances in their Account History. Filter them out to their own view and implement this Show Pending toggle that allows users to view these separately.

Note: There is also a Sort By toggle here, but we don't have a design for that UX yet, so that will be added in a separate ticket

Right now we're just filtering out claimable balances from account history.

Update: we've decided to support claiming balances of assets on user's known asset lists. Claimable balances of assets not on these lists will still be ignored.
