Add a way to inform users of new changes in latest version

When we release changes to Freighter, users don't have a way to know what has changed in-app. This is needed for features that have been added and are enabled by default.

Acceptance Criteria: Add a notification on the Account screen that links out to the release notes. It should automatically show when a user is upgraded and should not show again once it's been closed. It should autogenerate every release so we don't need to manually add this.

I'm definitely supportive of providing users a "Whats Changed" notification that provides a link to the github release notes, but I think we need to provide a description of the changes that are written for our users, rather than just using the release notes within the notification.

For example, this is the release notes provided by ledger live. They didn't release any features, but notice how they don't bother trying to explain what the bug fixes or UI tweaks were. They do this because the user doesn't actually care about those, they just care about the new features, and if they do care, they can always find the technical release notes.
