Add fee stats visualization

We currently show fee stats as a table. I think it would be nice to have a proper percentile graph. (but definitely not urgent)

this has been added in dashboard-v2 (see AVERAGE TRANSACTION FEE BY DAY (IN STROOPS) section of https://metrics.stellar.org/?network=mainnet)

edit: oops I guess a fee stat percentile graph we didn't add. If you feel strongly about wanting this still feel free to re-open @tomerweller
