Seems like this should at least be called for payments received with assets you don't accept. Not sure what else should trigger it.

When there's a problem connecting to Horizon try to reconnect instead of exiting.

If connected to a compliance server it should hit the /receive_payment endpoint and reject the payment if the compliance server hasn't approved.
