Implicit treatment of mirror term in radially global operation

The mirror term can be treated fully implicitly, even with radial profile variation. The idea is to inverse Fourier transform to x space then multiply by the appropriate factor give the correct b . grad B. This is already done for the collision operator, and shouldn't be too hard to do for the mirror term.
