Note Import Failure: Big PDF Attachment

I tried to import one notebook containing 287 notes. Each note contains one PDF file - an archive of my newspaper. One note out of 287 failed to be imported. It contains a PDF of 8MB. But that is not the biggest. Other notes have a file of 13MB for ex. and were imported successfully. I am attaching the failing note as a zipped file. note-f3f73fc5-4e24-4b72-a655-c110f41a394d.zip
