Improve pathfinder

Pathfinding not always finding a path, even though there is one.

Ie, played Skirmish mission (Cliffs of Rene), AI was at top right. Refinery was at top right (next to map border). Harvester was unable to find path.

In short, need to test this more, iron out any bugs.
