limit numpy

The recently released breaking version of Numpy requires some housekeeping before it can be integrated.

Failed to import(cimport) numpy ndarray used in data/_adjustments.pyx. Upon fixing that there was some other issue related to pandas.

Have not investigated further.

I'd like to suggest limiting Numpy for now
