Alt + <key> accelerators are now broken on VS Code Insiders (Windows) builds

The Windows version of VS Code (Insiders) now properly supports Alt + accelerators for the new menu. Adding that compatibility appears to have broken whatever the Perforce for VS Code extension was using to create its accelerators. Alt + P, E no longer opens the file for edit. Instead VS Code (Insiders) claims there is no command available for that combination.
