Need (workspace/folder) option to specify p4config

If you organize your branches under a single P4 workspace, there's no per-workspace setting for where to look for the p4config, and the plugin requires that the vsc workspace == the p4 client workspace.

I have to explicitly copy .p4config into each branch to be able to have a branch-specific workspace, otherwise I can only sync the entire workspace and not just a specific branch/directory.
