Is pulsar.exe used by this plugin open source as well?

I was only able to find source code for the old version https://github.com/steeve/torrent2http.

Pulsar stops working for me whenever I switch Kodi profiles, and only killing the pulsar.exe process resolves the issue. I tried to investigate myself, but here I only see the source for the wrapper Kodi plugin.
