User account management and bandwidth costs for token creators

For many types of tokens, the main cost to the token creator, and the main benefit to STEEM holders, is that:

  • The token creator will bring their own userbase to the token
  • The token creator will supply initial STEEM, delegate vesting STEEM, and/or mine accounts for these users

So we need to document how we expect all this will be handled. Will steemit.com provide user account registration, anti-sybil measures, account recovery services, initial STEEM delegation, and other services to accounts registered by third-party token creators? If so, how does the third-party token creator interface with steemit.com? Are they able to keep their users within their own branded experience, or do portions of new user signup occur in a steemit.com branded experience?

On the other hand, for token creators where steemit.com does not wish to provide user account registration to the token creator, or the token creator does not wish to utilize the services provided by steemit.com for account registration, anti-sybil measures, account recovery services, initial STEEM delegation, etc., what duties is the token provider taking on? In particular, we need to document and link to exactly how account registration, account recovery services, and STEEM delegation work.

Perhaps this is the kind of documentation that should be on the dev portal or steem.io, but these sites have been labeled as non-production prerelease state for some time.
