Should have a route to easily fetch all categories/tags(not limited to top 100)

On steemit we are looking to improve the tag filtering a great deal. Currently we are limited to the top 100. It would be great with sbds to have a endpoint that:

• returns all tags/categories noted in the system returned with an key value(the current count of posts with particular tag).
