Bring back globe idle rotation when no node is selected

Filed #527 to just disable it for now (since it being disabled is probably better then the current behaviour), and then we can do a good version of it later.

I think a good implementation of this would:

  • Pause when a node is selected or a trace route is running
  • Pause if the camera moves "significantly" (say more than a few inches)
  • Pause if the camera is close to the surface of the globe
