Android and iOS max zoom levels are different

I noticed that on Android we cannot zoom in as far as we can on iOS. Awhile ago we discussed limiting how far we can zoom to avoid zooming too far such that the user gets lost.

We should investigate what the desired zoom level is and then make both platforms behave the same.
