Improve RTT for iOS traceroute

It sucks still. Probably I should be doing the UNIX timestamps in C and not using the Cocoa APIs to solve this problem.

Sounds like this isn't actually too significant, and may not be fixable at the level that we are using the networking, pushing to future.
