[RFC]: Add `@stdlib/random/strided/kumaraswamy`

Description

This RFC proposes adding support for filling a strided array with pseudorandom numbers drawn from a Kumaraswamy's double bounded distribution. This is the strided interface analog of @stdlib/random/base/kumaraswamy.
