[RFC]: Add `@stdlib/random/strided/levy`

Description

This RFC proposes adding support for filling a strided array with pseudorandom numbers drawn from a Lévy distribution. This is the strided interface analog of @stdlib/random/base/levy.

Similar to @stdlib/random/strided/beta, it is only required to change random to random/base/levy, instead of random/base/beta, right ?
