Description of the issue (or feature request).
This RFC proposes adding the Zipf distribution. Similar to other distribution namespaces, adding support for the Zipf distribution would entail a family of packages for evaluating the PMF, CDF, mean, median, etc.

@justin1dennison That would be awesome! I think as a first foray into contributing distributions, it would be better to start off with the Rademacher distribution (RFC 182).
