Timestamp-based mode for video comparison navigation

Is your feature request related to a problem? Please describe. Not really a problem, just a mild annoyance that I cannot use the built-in video comparison tool for videos with different frame rates.

Describe the solution you'd like In the menu panel of the video comparison tool, I would like a new entry that allows me to switch the seek bar pointer synchronization between videos from being frame-based to being time-based. My target workflow is to scroll quickly through sections of the reference file and spot check output files against it.

Describe alternatives you've considered I've explored using "Go to time" function in the comparison tool's menu, but it will not be a major improvement over my current workflow for this outside StaxRip. Also, it doesn't work correctly when the compared videos don't have the same frame rate, see #1112.

Explain why the feature matters to you A significant share of videos that I put through StaxRip involve adjustments to the frame rate.
