Ability to create quick ad hoc bounties

User Story

As a repo owner, I want to quickly create an ad hoc bounty for my GH issue, without having to go through the full SOB bot installation on my GH repo.

Type: Feature

Currently to issue a bounty on open bounty, an Org or repo owner needs to go through the full onboarding process by getting whitelisted, installing the SOB bot on their GH account and creating a bounty label.

Sometimes, you just want to create a quick bounty, and may only be a one off, so you dont need a long term solution.

Solution

Ability to create a bounty directly on open bounty. This means I can enter the bounty details, link the GH issue, and execute the contract all from a single screen. This will likely mean integration with MM or other method for user to execute the contract and pay the gas.
