Implement version / configuration endpoint

It would be useful to have a REST endpoint in the Nimbus namespace that dumps the current configuration of the BN / VC - ie all configuration options that the node was launched with (scrubbing security-sensitive stuff like passwords) along with the version of the application - this to allow users to query a running version for how it was started.
