Inefficient sync committee duty wait

See https://github.com/status-im/nimbus-eth2/pull/4343/files#r1030364612 - when many duties are being performed, we wait for all duties to be signed before we deliver them to the BN - this causes poor performance for several reasons:

  • the slowest signer determines the delay for all duties, reducing their chance of being included
  • data is sent out in a burst saturating the network
